Tenants 17 year old son is neighborhood thief,,,

As a neighborhood tenant (5 houses down) who has great security camera footage of the boy stealing several itens from my car, has called the police, had him arrested, only to be let out 1 hr. later. The kid shows no remorse and refused to return my things (among them was a set of keys to everything, I kept in my center counsel.) The parents didnt reprimand or even ground him. He strikes between the hours of midnight and 4am. I wondered if I circulated a petition to their landlord to terminate their lease, was legal or even possible??
