Broken Lease Needs To Pay Penalties Can I Hold Security?

My tenant broke a year lease 6 months early. There are penalty fees that need to be paid as per the lease, can I hold the security deposit until all fees have been paid?

IDK if you heard about the new law - Renters now can agree to an automatic, two-month penalty for breaking a lease. Landlords also can collect any unpaid rent and "other accrued charges," such as costs for cable, as well as assessments for any damage to the unit.
