Requiring Tenants to Pay for Repairs in VA

Are you allowed to ask a tenant to pay the amount of repairs to up to $175 in Virginia? Is the amount too high or is the request not allowed?

What type of repair? Landlords traditionally fix most rental repairs as they own the property.
