Snow Removal

I have a few properties I lease out in Massachusetts. I'm wondering who's responsibility is it for snow removal. a little history... We have provided a snow blower for use between 2 houses that are next to each other and it seems to be working... sort of. The blower blades keep bending and now the shaft is broken. I found out that previously 1 of the tenants snow blowed his backyard to make a huge sledding hill for his kids. I would like to still enforce that they each are in charge of snow removal but when the blower that we provided dies then its up to them if they want to replace it. Same with lawn cutting. thoughts & opinions are appreciated :)
