Max Pet Fees

What is the maximum fee a landlord can charge for a tenant with pet in the state of PA?

There is not law or statement for animal fees. Most places charge $50 to $150 for 2 cats and $100 to $200 for a small dog.
There is no regulated pet fee to be set but it should be fair.
