My tenant has emailed me to say that while she was backing out of the garage, one of the boards stored above fell and scratched her car door. As landlord, am I responsible?

Unfortunately you may be liable for this fix, if they did not place the board there. If the damage is extensive your homeowners may cover it or if you required renters insurance this should also cover it.
