When a tenant moves out, is it considered normal "wear and tear" for all the nail holes and hooks left in the walls? Is it a owner expense or a tenant expense.

A good tenant will cover the holes however, if you they don't this is normal wear and tear as long as there are not sizable wholes. Plus sometimes tenant coverups are pretty bad. If you want something done right it is safe to say do it yourself in this circumstance.
