I haave read that you must send the notice by first class mail. Does anyone know if you can send by certified mail to get a signed receipt?

First Class mail is sealed against inspection.

Not sure what you mean. Certified is sealed against inspection too. I did notice on the form I just received that it said to send via Certified.

It's in your best interest to send it certified (return receipt) which is your proof that you did send a mailing and it was received.
