max tenancy

How many people and pets can legally reside in a small 1br house in Maricopa County?

I think it is a two people per bedroom
what about in CA?  For example a 1 bedroom 1 bath unit?   We have one and tenant went in as 2 and had 2 kids along the way so now there are 4!  Albeit 2 little ones.....
