tenant died 9/27 administrator rights

does the administrator have the right to keys to the apt. to come and go as she pleases even though she know the rent has not been paid for oct. the tenant died sept 27. i have given her access on sept 30 and spent 4 hours with her while she took pictures of everything in the apt. including dirty dishes in the sink. and copied every account # and info from all paperwork in the apt.. past sat. 10/21 i gave her access for her and her daughter because she had the right paperwork n death-certificate. she demanded keys or said it was going to be war between me and her. she called the police and i told them what happened. and then they left after i showed them the late notice for the rent.
