tenant posting sign that they are video recording

I recently had one tenant take a second tenant to court for a relief of abuse order- it got dismissed. The party that lost the case has now posted several signs in the windows stating that the property is under video survellience- I think they are trying to intimidate the tenant who won the case... the sign is posted in the door window of their deck facing the common parkinglot where the other tenant parks her car. is this legal? doesn't it invade the privacy of the other tenant? what are my options as a landlord ? I live in vermont.  thank you

If property is a condo or townhouse, check your CC&Rs. They may prohibit such signs
