landlord responsibility in natural disasters

I have rental property in the Galveston Bay area. What responsibilities do I have in a natural disaster? Like no electricity so no AC and flooding? Am I responsible for providing substitute housing for them?

I'm pretty sure that you are not personally liable if there is no power due to a natural disaster. That's out of your control. The substitute housing question, I understand where you are going with that, but the lease very clearly states the 1 address, so that is all you are responsible for. You'll have to look to see what your lease says about it being inhabitable and when you have to make your repairs by. Hopefully your tenants and you will work together to get the property back up in liveable condition once all the flooding goes down. Good luck - stay safe
