My tenant is on section 8 program, i found out yesterday that the property failed inspection because electric and water are off. I contact tenant says the bill is $5k and cannot pay it. Section 8 sending termination notice today. I called electric company and they told me electric has been off since 7/28/2016, i asked today how long has electric been off she said some months. Clearly if it's been off since 7/2016 she is not living there. I get automatic payment from Section 8 for the rent, have been paid for May. Based on the fact that electric has been off since 7/2016 Can I take immediate possession (change locks) or do i have to go through formal eviction process.

You will want to go through the normal eviction process.
