CALIFORNIA - Utility Pymt to Landlord Past Due

The utilities are paid by the Landlord and billed out to each tenant on a commercial property. One tenant is behind on paying the utilities, so my question is whether the water and electricity can be turned off until payment to Landlord is received?

For a commercial property I would think you can. Of course your in CA so?
