Can a new owner of an 14 unit apartment building in Reseda, increase the rent twice within one year. New owner, took ownership of the building July 22. most of the tenants had a $300 increase in March 2019 (from previous owner). New owner would like to increase another $200 starting Jan 2020. No building improvements. We do not know what other rents in the area are charging. Just another increase. are there any laws, that would prevent that?
