Confusion about Texas law on landlord responsibilities

Can you help me understand para 14i relating to the landlords responsibility to pay for "a problem" that effects safety etc...? 1. The standard Texas lease from TAR (18d) has these issues spelled out 2. The term "a problem" is absolutely undefined. Where did this term come from and what does this mean?  I need assistance in fixing the language in your template to a) make 14i clear, and/or incorporate 18d into the lease template
