Covid-19 Tenants not able to pay rent.

I was researching this issue on how to deal with tenants that are going to have difficulty paying there rent during the Coronavirus shut down. I just read was where a landlord reduced the rent for two months but then withdrew the difference from the tenant's security deposit. He had them sign an agreement that they would pay back the amount withdrawn at a later date. Does anyone know if that Is that legal in Tennessee?
