California Move-in Cost

Is it legal in California (Lake Arrowhead) to require first & last months rent along with security deposit and pet deposit? For example monthly rent is $2500, security deposit is $2500, and pet deposit is $2500 so total move-in cost would be $10K.

I always recommend pet rent($100) a month over pet deposit.
