Offer tenant a chance to leave

Can I offer a tenant to leave without payment in 7 days, since they think the living conditions are so bad?

Yes, you can offer and if the tenant agrees - there should be no problem. What you cannot do is force a tenant to leave. You will still have to go through the proper channels of eviction.
