Oven Not Working - CA

Can a tenant withhold rent if the oven is not working correctly?  She says it does not show the correct temperature when she is baking?

She should give you written notice about the violation to give you enough time to repair it , If it is your stove it should work properly , its probably a thermostat, you could go to a hardware store and buy a oven thermometer and check it ,
