Section 8 - can tenants pay the difference if voucher less then rent total

Just wonder if the new tenant's voucher is say $800 and rent is $1000 will Section 8 or HUD allow the tenant to pay the $200 difference with cash or through disability funds?  Also, if I have Section 8 tenants can I have 2 months rent as deposit or work out a deal with tenant where they pay some of the deposit each month to slow get to the full 2 months worth to protect from any damages when they move out? Also, how much of an increase should I charge if they have pets?  Please let me know I am a new LL.   Thanks JN
