Security Deposit

The current renter has moved out but has left damaged carpets behind...they were brand new when they moved in and now have large stains and the carpet is frayed in places. Most of the damage is in two of the bedrooms.  This definitely seems like more that normal wear and tear. Should I try to clean it first...can I replace the carpets in the bedrooms and charge for partial cost based on how long they lived there? Advice please...
