No security deposit after approved

Is that OK to move on to the next person on the list if the one that you approved does not meet the death line for depost?

Yes it's ok to move to the next person on the list if they have not met the assigned "deadline" (not death line which sounds even scarier!). If they never signed a lease you were always in the right to move on, if you have signed a lease - hopefully the deadline is written in the lease or you could actually have potential problems.
