Obligation to remove mold

Is there any obligation on the part of the landlord that's enforcable by the state of California?    I'm familliar with the risk of tenants getting sick but the building owner doesn't want to remove moldy conditions in known areas.  The last resolution was to sign a release with the tenant, paint over it.   However the mold is throwout the whole building and there's water leaks and dage everywhere.    Is this because he knows there's no laws or state requirements to remove the mold or even fix the water intrusion?  I ask because I've saw this first hand
