I am a new home owner and have rented a room out to a friend. We have a lease and an agreement to split the utilities and services (all in writing). Since it is a new house there are several "fees" related to the utilities and services (i.e. hookup fees, admin fees, etc.). What can I pass onto my tenant? The lease states that I will bill him for the Utilities and Services and we agreed to split those costs. Does that mean I can bill him for his share of these fees?

Charles, if the lease states it and you agreed upon it... then I do not see why it would not be split. However, since it's your home the tenant may argue otherwise. However, most states require such fees when any tenant move in and initiates service.
