Is a landlord responsible to replace blinds while a tenant is still there?

They have lived there 1 1/2 yrs and they told me they don't go up and down anymore

How old were they and what condition were they in when inspected on your initial walk-thru

Blinds were brand new, 3 years ago, tenants have broken possibly with wear and tear? Want to deduct from rent, blinds are no longer on property for us to inspect damage are we liable to pay for replacement?
