Repairing a fence

As a landlord am I required to fix an outside fence that was broken when the tenants moved in the property. This property is in TN.

Who broke the fence? They are responsible. If the tenant broke it require them to fix it and have proof that it was them, If it was say a mover track them down and hold them responsible.

Did the previous tenants break it? Should have come out of their deposit. Did the neighbors on the other side break it? They should pay? is it just falling down rotten? Then it's a safety and liability issue and you should fix it.
