tennts rights, manageent responsibility

I live in a hud apartment building and we have bed bugs.  I can not find any laws protecting residents only suggestions.  The management wants it kept quiet, no training, nothing  It is the same with the smoking, we signed leases agreeing to non smoking and they ignore it.  What can we do?
