tenant hasn't had job in one year, doesn't leave unit

What is my recourse in this situation.  Other non occupying tenant pays rent every month.

If the rents being paid and the terms of the lease are being honored, none. If you don't the situation out of principle, serve a 30/60 notice of non-renewal when the end date approaches.
