Vaccination record

Tenant paid the pet deposit and signed agreeing to provide landlord with a copy of the pets vaccination record by the following month. This was back in September and on the form he signed it states he will give a copy to the landlord by Oct. first. He has still not turned it in. Can I change a monthly late fee until he turns it in?
