Tenant Responsibility

I checked my monthly water bill and as the landlord, I pay for the water and sewer for our apartment building.  The bill skyrocketed to over $700. The town came out to take a look and realize that the tenant above us had a toilet that was running. They said they knew about it but they never notified me to tell me that there was something wrong. In their lease it says the "tenant is responsible for promptly notifying the landlord for the need of any repair which the tenant becomes aware of. If any required repair is caused by the negligence of the tenant the tenant will be fully responsible for the cost of the repair." Does this mean I can charge them for the overages on the water meter?
