Can a tenent remove bushes, trees and fences that they put on the rental property? Thanks!

Some states would consider such items as permanent fixtures; therefore a tenant may not remove such things. This would also apply to such things as built in shelves, fencing and such. BUT: if a state is silent on such things and a lease is silent as well - it would be up to a judge. I would think at the LEAST, a tenant would have to completely bring the area of the rental property back to its original condition upon moving in.
In Massachusetts I was told they can if they purchased them as long as they make the property look like it did before they put this stuff in.
